Bringing a medical device from a proven breakthrough to the patient who needs it takes too long, and much of that delay is avoidable. This paper names the hidden cost the connective-tissue tax and argues that the right use of AI is to remove it, not by drafting faster at the expense of rigor, but by making every connection traceable. It introduces three constructs for regulatory teams, Traceable Submission Intelligence, the Three Intelligences, and the Submission Intelligence Benchmark, with a dated scan of current AI-enabled regulatory platforms.
